Sizing is the whole job
An oversized heat pump short-cycles frequently, which wears out the compressor and lowers operating efficiency. One that is too small runs continuously and hands off to backup electric heat on the coldest nights, which is exactly the electricity bill a heat pump is supposed to avoid.
